How IPRS Verification Reduces Loan Fraud

5 min read

What IPRS Verification Does

The Integrated Population Registration System (IPRS) lets an organisation confirm that the identity details a person has provided match national records. For a SACCO, running this check at member onboarding confirms that the person joining is who they say they are, using the same ID number they will later use to apply for a loan.

Where Fraud Typically Enters

Loan fraud often starts well before the loan application itself: with a member registered under fabricated or borrowed identity details, or with mismatched details that are never reconciled because no automated check exists. Once a fraudulent identity is inside the system, it can be used repeatedly across products.

Why Checking at Onboarding Matters More Than Checking at Disbursement

Verifying identity once, at the point of registration, is more effective than only checking at loan disbursement, because it prevents a false identity from ever accumulating a legitimate-looking member history. It also means every later product a member applies for inherits an already-verified identity.

Combining IPRS with Other Checks

IPRS verification is strongest as one layer among several: KRA PIN validation confirms tax status, CRB checks reveal credit history and existing exposure, and AML and sanctions screening catch a different category of risk entirely. Together, these checks close off most of the common entry points for fraudulent lending.

Making It Part of the Workflow, Not an Extra Step

The practical difference is whether these checks are built into onboarding and lending workflows automatically, or left as a manual, easily-skipped step. Embedded checks mean staff cannot accidentally bypass them under time pressure, which is when most manual compliance gaps actually occur.
